It's been a month now since the Qualitipedia Wikis were closed. Now, I have one question about this miserable dump: When will Qualitipedia Central be locked?

Wikis are closed, not locked.
But Money12123, if you take a look at the notice above, it says that the wikis have been locked. The wikis being locked is another term for wikis being closed.
Okay, on second thought it is true that locked can be an accurate term for something happening to wikis, but it does not mean "closed." It means "unable to edit." Wikis that are not closed but simply locked would still allow you to read them for an indefinite amount of time (yes if it's set to public you can still read it, but only until it's deleted in six months, and while you can archive it, it's (a not a guarantee and (b it's not the same technically). It also in general has a different intention - closing it is the intention of getting rid of it entirely, or at least from that WHS, while locking it is the intention of not allowing it to be edited.

Yup, it is a question for Agent Isai. I hope he answers it.
It seems to me like this is being allowed to persist as long as the topical interest remains. If it dies the wiki will close naturally. I doubt he sees any reason to close it earlier unless the need presents itself.
