Indeed. Closure isn't really a hard lock. In fact I'm tempted to make a 'closure like' state on the wiki which can have a more accurate sitenotice.

Yeah, I've been more accustomed to Miraheze's policies.
Trashy Celebrities was shut down by the Steward team for content policy issues.
The discussion wasn't even finished and literally all of the pages that violated the content policy were candidates for deletion.
On a separate note, you can apparently delete comments when blocked too, MarioBobFan deleted two comments two days ago.
