Drawing said lines range from incredibly difficult to impossible to prove and say nothing about the ability to assess reception, or identify orders of precedence when reception is contradictory between groups or handling fine lines between when media slips out of a certain tier. In other words the rules are functionally unenforceable and not helpful for the actual problems the wikis face...)
